Senator Morris moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4198—A Bill to amend and reenact §21-1B-2, §21-1B-3, and §21-1B-5 of the Code of West Virginia, 1931, as amended; to amend the code by adding a new section, designated §21-1B-9; and to repeal §21-1B-6, §21-1B-7, and §21-1B-8, relating to the E-Verify employment verification system; providing a definition; removing certain criminal penalties; revising business-license sanctions; removing prohibition on claiming certain business-expense deductions; providing a safe harbor for an employer that uses the E-Verify employment verification system; and providing for rulemaking.
